Description

The Iowa Association of Councils of Governments (ICOG) is the statewide association representing the Councils of Governments (COGs), Metropolitan Planning Organizations (MPOs) and Economic Development Districts (EDDs) of Iowa. These organizations are formed by counties and cities to serve local governments and citizens in their regions. COGs are formed through provisions of Chapter 28E, 28H and 28I of the Code of Iowa. They address issues facing local government and provide coordination of service delivery, zoning issues, grant writing and administration, planning, advocacy, technical assistance, city clerk training and project development. COGs also serve as forums for regional economic development, and many are EDDs as designated by the federal Economic Development Administration. MPOs are designated by the Governor of the State of Iowa to carry out requirements of federal transportation planning and programming in urbanized areas.
