In 1968, Iowans adopted a form of Home Rule governance when they approved the Home Rule Amendment to the Iowa Constitution. In simple terms. Iowa’s Home Rule Amendment allows local government to institute policies concerning local issues as long as the policies do not conflict with state law, except in the area of taxation, which the state retains full authority to set policy.
