The development of the TBK Bank Sports Complex, The Plex, and surrounding area has been very impactful to the City of Bettendorf and far beyond. According to Visit Quad Cities and Datafy, there have been more than 8 million total visits between 2019 and 2025 – 1.5 million visits in 2025 alone! See firsthand how the TBK Bank Sports Complex and the surrounding commercial development has grown from an idea into reality. This workshop will be divided into two parts: (1) a practical view and discussion of the development of the area, including public amenities and infrastructure, and the economic growth of the area, and (2) a discussion of urban renewal law and TIF, including how these tools were used in the development and recent changes in Iowa law.
