Bio: Brent is a native of the Quad Cities and has served as the City Engineer for the past 11 years. Prior to joining the City, he spent 13 years in private consulting with McClure Engineering Associates, Inc. which included time as the Asst. Division Manager in the Quad Cities and the company’s head of Land Development.

Brent graduated from the University of Notre Dame in 2003 with a Bachelor of Science Degree in Civil Engineering and is a licensed professional engineer in the states of Iowa and Illinois.

In his role with the City, Brent manages and directs the daily operations and staff of the City’s Engineering Division which includes professional, administrative, design and field personnel. He manages the development of the City’s Community Improvement Program while developing short and long term budgeting and project prioritization for all City construction projects. He also oversees the design and construction of all City capital projects as well as the plan review, approval and construction of all private development projects.

Brent is incredibly proud of having either directly managed or been the City’s point person for several of the largest projects in its history, including the I-74 Mississippi River Bridge, development of the TBK Bank Sports Complex and surrounding areas, Forest Grove Drive Reconstructions, Spencer Creek Lift Station, The Landing aquatic facility and ice rink, the Gateway Pedestrian Bridge and the I-80 and Middle Road Interchange Reconstruction.

Brent and his wife Marie have two daughters who keep them busy with basketball, volleyball and soccer. When he’s not at work or watching them play, Brent is a Notre Dame football fanatic who also loves to use his smoker and spend time with family and friends.

Bio: Chris has been the City Attorney for the city of Bettendorf since 2017. Prior to joining the city, Chris was in private practice with Lane & Waterman LLP, focusing on business transactions, intellectual property, and corporate matters. Chris’s work as City Attorney takes him into a wide array of issues, including open records matters, land use issues, contract drafting and negotiation, ordinance drafting, and advising the City Council and city departments. Some of his most rewarding work for the city is being part of the team to bring an economic development project, like the one at the TBK Bank Sports Complex, to life.

Bio: Nathan is a member of the Government Law Practice Area and focuses his practice on Urban Renewal & Economic Development. Nathan advises public entities as they work to creatively renew and develop their municipalities and create new jobs through the use of tax incentives. He works frequently with other attorneys on financings related to economic development projects. His work often involves a variety of public and private sector constituencies and it requires an appreciation for the perspective of each player with a stake in his clients’ projects. It also requires the ability to work tenaciously and expediently to bring a project to fruition.

Bio: Morgan Mays, PE serves as a Senior Project Manager with HDR and is based in the firm’s Quad Cities office. He specializes in municipal infrastructure, transportation, aviation, and flood risk management projects, helping public-sector clients navigate planning, funding, design, and construction challenges. Since joining HDR in 2018, Morgan has managed projects across the Midwest and has worked with local governments, state agencies, federal agencies, and private stakeholders to advance critical infrastructure investments. Morgan has extensive experience leading multidisciplinary teams on transportation corridors, trail systems, bridge projects, utility coordination efforts, economic development infrastructure, and U.S. Army Corps of Engineers flood risk reduction programs. He has been instrumental in growing HDR’s Quad Cities presence and has developed strong partnerships with communities throughout the region. In Bettendorf, Morgan has supported numerous initiatives focused on mobility, redevelopment, recreation, and economic growth, working closely with City leadership to advance projects from concept through construction. His approach emphasizes collaboration, practical problem solving, and aligning infrastructure investments with long-term community objectives. Morgan is passionate about helping communities leverage infrastructure as a tool for economic development, quality of life improvements, and sustainable growth.
