Description

Tax abatements can be strategically used by municipal governments to support a variety of local initiatives. However, in the era of property tax changes and concerns related to revenues, city leaders need to be mindful of how abatement programs interplay with their tax rate. This may include assessing the use of the employee benefits and debt service levies to better navigate the budget process.
Additionally, having outstanding and planned G.O. debt repayment be structured and repaid with flexibility can help a city manage their budget by allocating different abatement sources and amounts each year. By leveraging different revenue sources, the city can “smooth” out tax rate impacts and even consider urban renewal (or multiple urban renewal areas) timelines to stabilize or achieve tax rate targets for council planning.
